Surviving and Thriving with the CMS Hospital Quality Incentive Demonstration

CMS is transforming itself from a passive payor of bills to an active, value-conscious purchaser of healthcare services and programs such as HQID are how it’s being done. Launched in October 2003, Hospital Quality Incentive Demonstration (HQID) is a value-based purchasing program whose aim is to investigate whether financial incentives improve inpatient care. Approximately 230 hospitals (urban/rural, teaching/non-teaching, large/small) participated in the program. 30 nationally standardized care measures across five clinical areas: AMI, CABG, HF, pneumonia and hip/knee were designated.

The 230 hospitals raised their overall quality by an average of 17.2 percent during the fourth year of the project and will split $12 million in bonuses. These improvements saved the lives of an estimated 4,700 heart attack patients in four years, according to a Premier analysis of mortality rates at hospitals participating in the project. The more than 1.5 million patients treated in five clinical areas at the participating hospitals also received approximately 500,000 additional recommended evidence-based clinical quality measures, such as smoking cessation, discharge instructions and pneumococcal vaccination, during that same timeframe.

About our Speakers

A board-certified internist and a medical informaticist, Dr. Bankowitz has devoted his career to improving healthcare quality at the national level by promoting rigorous, data-driven approaches to quality improvement and by engaging senior clinicians and healthcare leaders.

He began his career at the University of Pittsburgh, School of Medicine as an assistant professor of medicine and medical informatics.

Prior to joining Premier, Dr. Bankowitz was medical director at CareScience, where he was responsible for strategy, product delivery, consulting, sales and advocacy efforts. He also has previously served as the corporate information architect of the University HealthSystem Consortium (UHC), where he was responsible for the strategic direction of the organization's executive reporting tools and comparative data.

In his 12-year tenure with UHC, Dr. Bankowitz also held positions as senior director of clinical informatics, director of clinical information management and director of clinical evaluative sciences.
