About our Speakers


Karen M. Dale is the Executive Vice President of Strategic Health Solutions at DC Chartered Health Plan, Inc. (Chartered) and is responsible for generating and leading the key initiatives that support future growth of the organization and fulfilling the Chartered mission.  She strategically positions operations by leading on business planning and innovative solutions for services, thus creating unique ways to solve the critical challenges related to Chartered members. Currently serving over 100,000 residents, Chartered is the largest Medicaid MCO in the District of Columbia. 

Ms. Dale brings to Chartered over 25 years of experience, including broad and comprehensive expertise in healthcare. She has significant experience at all levels of health care delivery and management and has specific expertise in program development, operational effectiveness and financial management. She has led the development and execution of innovative approaches to manage the complex needs of medically underserved populations. Efforts include focused interventions for Medicaid members with chronic conditions to include the use of cell phones to aid in the management of chronic diseases, personal health records, peer to peer outreach using community health workers, and implementation of a multidisciplinary disease case management approach.

In addition to her operational leadership, Ms. Dale’s work has encompassed service on non-profit boards. As the past president of the board of trustees for Family Matters of Greater Washington, one of the oldest social service agencies in D.C., she worked to raise the profile of the organization and to strengthen the organization’s fiscal and program performance. Her board service also includes being the Chair for Common HealthACTION that provides community capacity building services related to the social determinants of health and, the Treasurer for Volunteers of America Chesapeake, an organization that offers a continuum of services to address the needs of veterans and, persons that are homeless or in need of mental health services.

Her wealth of experience is often shared as a speaker at conferences and webinars where she has spoken on topics such as the use of technology to change health outcomes, improving business operations, and best practices in Medicaid managed care. In order to support new healthcare executives, she often has served as a coach to assist others in creating career paths in healthcare management.
